The umbrella term "repository" conflates two very different kinds of services - services whose primary purpose is to preserve a type of media, and services whose primary purpose is to enable media to be shared and used by people. They don't look the same, they have different kinds of users and roles, they don't share the same concerns, and you use different language to talk about their features. Maybe we would get further by having an amicable divorce, and only get together to talk about things that are completely generic, like storage.

I always assumed a CRIS was more about "doing research" and "managing research projects" than databases or repositories. This is a good thing. However if the implementations of the CRIS are repository-heavy, then they are going to end up in the same place. Either CRIS needs qualifying, or we need to be talking about how research management and researcher collaboration and workflow tools can be tapped for repository data irrespective of the acronym...
Yes, promote good Atom/RSS feeds, and get rid of authn barriers to deep linking to metadata.
If its not creative commons then its neither feasible nor worthwhile trying (yet again) to do this.
