Part of our work to examine the feasibility of approaches to improve the consistency with which repositories share descriptions of repository policies (e.g. on IPR) - this idea -, metadata and the materials themselves.

If its not creative commons then its neither feasible nor worthwhile trying (yet again) to do this.

Agree with Scott's comment. Institutions need policies to enable them to manage all kinds of resources but not sure repository policies are sufficiently well developed to warrant sharing them.
